This call, which also includes recommendations and suggestions forwarded by the autonomous communities in the framework of the State Council of the performing arts and music, and the sector has a twofold objective: on the one hand, promoting the new creation, artistic mobility and State character of the projects, confining the support of the INAEM, in the case of tours, to the representations made in autonomous communities or cities with statute of autonomy other than that of origin of the applicant; and in the case of festivals and halls, to the scheduling of participants coming from territories of the State different from the one in which the activity is developed subsidized. On the other hand, maintain and consolidate technical improvements made to the previous call, particularly justification by using simplified account and the use of the technologies of information and communication in the filing of the application and notification of the various acts and formalities of the procedure. Also the criteria of transversal, as gender equality or the accessibility of persons with disabilities to cultural activities have been strengthened. Order CUL/2912/2010, of 10 November, (Official Bulletin of the State of 13 of) November), sets the regulatory basis for the award of public grants regime competitive concurrence of the Ministry of culture and its public agencies. By virtue of the same, the Director General of the INAEM is the competent body to carry out the public calls for aid for the body-building activities. The present call for aid is carried out on the basis of article 149.2 of the Spanish Constitution, without prejudice to the powers assumed by the different autonomous communities and cities with statute of autonomy in cultural matters. The centralized management of these subsidies is based, as it has been establishing a consolidated jurisprudence of the Constitutional Court, the responsibility assumed by the State to preserve the common cultural heritage to ensure equal possibilities of access, obtaining and enjoyment by potential recipients irrespective of its geographic origin, and in the orientation of aid towards activities artistic statewide or internationally, as can be seen from the definition and requirements of the different modalities.
